Decoded was founded in London by serial entrepreneur Peter Dolukhanov, who previously founded Nice Agency, a leading mobile agency delivering award-winning mobile experiences including Channel 4's 4oD, The Times' mobile applications and Sky Q mobile experience. Nice Agency was acquired by Karmarama in 2014 and Accenture Interactive in 2016.

Dolukhanov founded Decoded with the aim of offering a cost-effective alternative to CTO hiring and Software Delivery with "On-Demand CTO" offering the best technology talent on a fractional basis.

The business has opened its offices in the United States with headquarters in Costa Mesa, California, a growing technology hub in Orange County.
Decoded will continue to serve clients with teams based in London (UK) and Minsk (Belarus) while expanding its North American presence with new teams in the United States and Mexico.
